2003-2010:
Several Black citizens are killed by police in Portland during incidents of unnecessary use of force. In 2003, Kendra James, a 21 year old unarmed black motorist in North Portland, was shot and killed by a rookie cop. Police officer Scott McCollister claimed he feared for his life when the woman tried to drive away. He attempted to stun James with a taser, but after fumbling the weapon, pulled his revolver and shot her in the back. James died an hour later. James and others are honored by a group known as Black Brunch (PDX), who keep their stories alive.
